This is a completely NEW strategy. I used the information I gathered from all 30 states and created a brand NEW way to classify the 30 states. There are two questions regarding this: What is the state Index? and secondly, Does your state have a low or high Index? I will just say this: It is better to play states with a HIGH index than those with a low index. All 30 states are listed on an Excel sheet showing the Index (the high Index states are up on top of the list and the low Index states are on the bottom).
